
We the members of Malayalee association, from state of kerala, India presently residing in wigan would like to request to the honourable members of parliament Mr Ian McCarty and Mr Neil Turner for your kind perusal and necessary actions by forwarding the issue submitted here under to the conserned ministers, departments or to raise the issue in parliament for appropriate actions and disposal.
We, the people from Kerala mainly working in health sector as nurses and carers arrived in UK, primarily recruited by NHS when there was a severe shortage of staff in the late 90's. We aimed to settle permanently in the UK and contribute positively to the society. We would like to stress that we hail from a state in India, which in the British era(Travancore) was the only princely state which had the authority to print British currency. Most of us had our education in European missionary schools and we are all Christians.
Prior to April 2006, the qualifying period for obtaining ILR was only 4 years (indefenite leave to remain i.e. permenent residency).Under the new regulations implimented by the homeoffice, this qualifying period has been raised to 5 years, which has dealt a severe blow to our dreams and expectations. Moreover, the Parliament is proceeding towards the PR bill, which is feared to be complicated and discriminatory. As there is uncertainity over PR regulations,people from our community are migrating to countries like Australia and USA. Five families from Wigan itself have already moved to Australia.
Recently the HSMP forum have obtained a court relief, sustaining the qualifing period to four years, for those who have entered UK before implimenting the new rule.
We also believe that the same order to be binding, for work permit holders who have entered in UK on or before 3rd April 2006. Above stated relief is requested on the this Court Order.
We strongly believe that work permit holders to be considered just as HSMP visa holders in the case of ILR.
We request your good office to considered above matter.
ii) We are in need of a good auditorium to conduct our gathering for two or three ocassions in a year. We request you to consider this through your good office.
iii) We are in urgent need of a small office for keeping our records, reading our local language newspapers and magazins and for entertainment.
We promise you that we will be good residents of this country and we will never support any form of violence or terrorism. We are loyal to the UK government. We lead a model life, contributing positively to the culture of this country. We respect our neighbours and the authorities by abiding the rules and regulations implemented by the government.
